The need to continuously improve the quality of educational and research activities in scientific and academic institutions of the country is felt more than any other time, and higher education institutions, as the powerful arm of the country to provide committed and expert human resources, have a mission to continuously improve their activities, at least in accordance with regional standards. and upgrade This important thing is possible when it forms an office for this purpose in its structure.

The Department of Quality Improvement and Planning of Khatam-Al-Nabieen University (PBUH) Ghazni branch was established as the department that supervises the educational, research and service activities of the university and implements the eleven criteria of the honorable Ministry of Higher Education of Afghanistan and operates as a department under the department of the university. By prioritizing the implementation of eleven criteria, this directorate is determined to take practical and serious steps in this direction.

  1. Arranging the monthly, quarterly and annual work plan in accordance with the university work plan to achieve the plan goals.
  2. Monitoring the implementation of the eleven criteria of self-evaluation in relation to quality assurance and crediting.
  3. Monitoring the implementation of the university’s operational plan and the strategic plan of the Ministry of Higher Education.
  4. Preparing and supervising the implementation of tracking documents in standard format by the quality assurance department Sent at the institution level.
  5. Efforts to improve the quality of the university and monitor the process of self-evaluation.
  6. Supervision and review of all publishing matters and scientific research at the university level.
  7. Supervision and review of teaching quality improvement matters.
  8. Preparation and arrangement of the agenda of the meetings of the main committee of the university
  9. Adapting and duplicating the decisions of the main committee meeting to the brochures, if necessary, sending it to the assurance department the quality of the Ministry of Higher Education.
  10. Unification and arrangement of self-evaluation reports and evaluation reports of teaching quality and sending it to the assurance department quality and accreditation of the Ministry of Higher Education.
  11. Preparation and implementation of new innovations and programs that lead to quality improvement.
  12. Providing communication with other departments of the university regarding the effective implementation of quality assurance and accreditation bills
  13. Providing advice to the president of the university regarding the creation of mechanisms and effective procedures to improve the quality of university affairs
  14. Cooperation in organizing conferences, educational workshops and seminars about university quality assurance programs.
  15. Cooperation with the quality assurance department’s review team in accordance with the previously presented schedule.
  16. Carrying out other duties related to the duty assigned to them by the superior authorities according to the law.

This mandate has been prepared and regulated based on the duties of the quality assurance committee of the educational institution level of the Department of Quality Promotion of the Ministry of Higher Education of the Islamic Republic of Afghanistan.

The quality improvement committee of the university has the following duties and responsibilities:

A) Regarding quality assurance and accreditation programs

  • Efforts to improve quality in educational institutions;
  • Monitoring the internal evaluation process of the educational institution, faculties and graduate departments;
  • Preparation of internal evaluation reports of the educational institution;
  • Examining the internal evaluation report of graduate faculties and departments;
  • Cooperate with the review team during the review;
  • Full familiarity with the national strategic plan of higher education, the strategic plan of the university and important documents regarding accreditation and quality assurance, including the quality assurance and accreditation bill and internal evaluation criteria;
  • Providing advice to the president, the academic vice-chancellor of the academic institution regarding the improvement of the quality of faculties and public services such as laboratories, computer centers, libraries, providing services to students, research and other scientific fields of the university;
  • Preparing appropriate documents for the committee based on the review of the academic and administrative activities of the academic institution and the self-evaluation of each faculty;
  • Maintaining the confidentiality of committee meetings, discussions with faculties, academic staff members, students, employees and other members of the university;
  • Establishing working relationships with the Department of Quality Promotion and Accreditation of the Ministry of Higher Education;
  • Preparation of the annual monitoring report, periodic review of programs and follow-up of the implementation of the operational plan related to it;

B) Regarding taking measures to improve quality

  • Implementation of other tasks related to quality promotion and improvement by the competent authorities;
  • Preparing an operational plan based on weaknesses, threats and opportunities for all quality assurance and accreditation criteria;
  • Monitoring the implementation of the operational plan at all levels of the educational institution;
  • Monitoring the implementation of the Ministry’s national strategic plan and the educational institution’s strategic plan and preparing quarterly reports in the field;
  • Organizing circles to implement quality assurance plans and programs at the educational institution level;
  • Implementation of other programs assigned by the Department of Quality Improvement of the Ministry;
  • Preparation and adaptation of new innovations and programs that lead to quality improvement;
  • Monitoring the budget and grants for the educational institution to be used to implement the operational plan, strategic plan and other plans;
  • Supervision and review of the implementation of the teaching and learning policy, teaching improvement plan and individual operational plan at the educational institution level;

C) Regarding the supervision and review of all academic matters

  • Monitoring and reviewing all publishing matters and preparing an official report at the end of each semester for the Department of Quality Improvement and Accreditation of the Ministry after the approval of the University’s Scientific Council;
  • Supervision and review of scientific research at the level of the academic institution and preparing an official report at the end of each semester to the head of quality promotion and accreditation of the Ministry after the approval of the academic council of the university;
  • Supervision and review of teaching affairs, especially the implementation of the teaching quality assessment procedure and submission of a report to the Department of Quality Promotion and Accreditation of the Ministry of Education after the approval of the academic council of the university;
  • Supervision and review of final exams and implementation of exam unit procedures by preparing a report at the end of the semester for the department of quality improvement and accreditation after approval by the academic council of the university;
  • Supervision and review of equipment, necessary materials, laboratory equipment for practical work and preparing an official report to the quality improvement department, after the approval of the academic council of the university;
  • Monitoring and reviewing the teaching methods of the departments during the semester and preparing a report after the end of the semester to the head of quality improvement after the approval of the academic council;
  • Semester supervision and review of course materials, lecture notes and other materials for correction and standardization, by preparing an official report to the quality improvement department after the approval of the academic council of the university;
  • Monitoring and detailed review of the implementation of the curriculum and syllabi of the departments during the semester and preparing a report at the end of the semester for the quality improvement department after the approval of the academic council of the university;
  • Monitoring and checking the transparency of academic appointments and promotions throughout the year and preparing a report to the academic council of the university;
  • Monitoring the order and discipline of the university and submitting a report to the quality improvement department of the Ministry of Higher Education;
  • Monitoring the use of new technology in the course of teaching and how to adapt the division of semester time;
  • Monitoring and reviewing the academic activities of departments and faculties;
  • Monitoring and reviewing the implementation of bills, regulations, procedures and other legal documents of the academic field;
  • Supervision and review of the supply of scientific, research and publication services according to the provisions of the financial independence of universities.
